As of December 2015, all new groundwater uses in Kittitas County, Washington within the Yakima River Basin need to obtain Water Budget Neutral (WBN) determinations through proper mitigation, generally in the form of a mitigation certificate. Even new, rural residential homes and shops require mitigation.

Thankfully, you have options.

Depending on the location of your need, there are different public and private water banks that you can buy mitigation certificates from.

We work directly with two private water banks in Kittitas County, the SwiftWater Ranch, LLC Water Bank and the Bourne Water Bank. These water banks serve upper Kittitas County, including the Teanaway and Cle Elum areas, down through the lower Kittitas Valley. SwiftWater Ranch, LLC Water Bank, since 2011, has offered mitigation for new groundwater projects in the greater Cle Elum and Teanaway area. Their rights cover a very large area, with a priority date of 6/30/1890. Their water right attorney has worked with them since inception in 2011. Together, they have successfully helped clients transfer over 100 water rights.

Bourne Water Bank, LLC

The Bourne Water Bank offers mitigation credits for year-round domestic use in the Teanaway River tributary basin and the mainstem Yakima River in Upper and Lower Kittitas County. The mitigation is backed by reliable senior pre-1905 water rights that are suitable for much of the developable county. The Bourne Water Bank also provides full service permitting and transaction services.
