“Based on an extensive stakeholder effort, in March 2020 the State of Utah passed the “Utah Water Banking Act.” To meet increasingly challenging conditions, the Act is intended to stimulate the development of market tools favorable to local water users. The Act primarily focuses on promoting water leasing arrangements that maintain local control, are temporary in nature, and always voluntary. The State of Utah also received $800,000 to fund a three year effort to explore the concepts of the Act by assisting interested local water users to establish water banks in three demonstration project areas. At the conclusion of the three year effort the Water Banking Project Team will prepare a Statewide Water Marketing Strategy Report detailing lessons learned and helpful guidance for other water users interested in establishing a water bank.”
