The Upper Colorado River Commission (UCRC) has issued a Pre-Solicitation Request for Proposals (RFP) to lease water in 2023 from municipal, industrial, and agricultural water users in the Upper Colorado River Basin, including Colorado, New Mexico, Utah, and Wyoming.
The 2023 leasing program is a re-authorization and re-initiation of the System Conservation Pilot Program (SCPP) that was piloted from 2015-2018. Results from the 2018 SCPP can be viewed here.
According to the RFP, compensation for the 2023 program will be based on:
A proposal that accepts a fixed price of $150 per acre-foot of water conserved (Fixed Price); or
A proposal that requests a per acre-foot price that differs from the Fixed Price. Project Proponents seeking a price that differs from the Fixed Price must provide the basis and justification for their proposed price.
The 2023 SCPP is contingent upon the passage of pending federal legislation and final authorization from the Bureau of Reclamation.
To be considered for funding in 2023, proposals should be submitted to the UCRC by February 1, 2023.
